Comfort Band
Many bra companies and women think the straps are where the support of the bras is. So, a lot of companies make bras with comfort straps that are wide, padded and comfortable on the shoulders. But, that doesn't mean the band fits or the cups cover or the gore tacks. It just means that when the person cinches the straps all the way for "support" the straps will be comfortable to wear.
The problem is...

Sizing for bra size is incorrect. Loosely measuring over clothes and adding 4 to 6 inches to the measurement is wrong. The woman then puts the bra on to find the cups are too small and the band is so big it's riding up their back. Some people think the bra fits. Others know it doesn't fit but don't know what to do about it. And, because of a lot of bra fitters 'size' this way, they don't believe the customer if she says something. They tell her it fits. Getting back to too small of cups, loosely measuring over clothes and then adding inches is to find the band size. Then, they count from the band to get cup size. A loose measure and adding inches will make the cup size too small because it lowers the cup size.
Instead..
Either a loose band measure and stay there if the number is even. If the number is odd, try the lower number that's even and the higher number that's even to get the correct fit for both the band and the cup. This way, the woman will get the right fit.
The Band should be snug and comfortable on the loosest setting. You should only be able to pull the band from your back slightly. The band will feel comfortable and snug, not tight or digging in anywhere. And, the cups will fully enclose boobs with no spilling of any kind. The gore will tack against the chest wall comfortably. And, the straps should be cinched 20%, the band does the rest.

Once the person is in the bra that fits them, they feel better and the bra is comfortable. Nothing about the bra is digging or pinching. Also, your clothing fits better.
Then, the person finds out there is a correct way to measure to find your bra size
and it truly fits.
